The German federal government has released information on the implementation of qualification recognition procedures under the Professional Qualification Validation and Digitalization Act. These procedures enable systematic documentation and validation of professional qualifications.
The recognition procedures are important for validating vocational qualifications and competencies acquired abroad. They help skilled workers demonstrate their qualifications transparently.
Digitalization of these procedures increases efficiency and accessibility in the recognition process. This particularly benefits migrants seeking employment in Germany.
The Bundestag held its first reading of the Federal Report on Research and Innovation 2026 on June 11, 2026. The report was subsequently referred to relevant parliamentary committees for further deliberation, with the Committee for Research, Technology, Space and Technology Assessment taking the lead.
The report focuses on the Hightech-Agenda Deutschland (HTAD), adopted by the German government in July 2025. This agenda specifically addresses Germany's strengths, potential, and deficiencies in technological capabilities and innovation capacity.
Technological development and innovation capacity significantly influence Germany's economic competitiveness, security autonomy, and societal resilience. These factors also impact the requirements for skilled professionals and the recognition of their professional qualifications.
2024
With FEG 2023 the Recognition Partnership (§ 16d AufenthG) enters into force: skilled workers can enter Germany on a residence permit and work there even while the recognition procedure for their qualification is still ongoing. Condition: the employer commits to supporting recognition within 36 months. This is particularly relevant for countries where the recognition procedure previously had to be completed entirely abroad. The Recognition Partnership effectively replaces the former obligation to complete recognition before entry.
2023
From 1 January 2023 the APS certificate was extended as a mandatory prerequisite for student visa applications to India. The three largest source countries of international students in Germany (China, Vietnam, India) are now all subject to the APS procedure. For Indian applicants the APS procedure is carried out in New Delhi; processing time is generally six to eight weeks. The APS certificate does not replace university admission but is mandatory for the visa procedure.
2020
The reform of the Professional Qualifications Assessment Act (BQFG) entered into force on 14 January 2020. Key changes: (1) Processing deadlines for recognition decisions reduced to a maximum of 3 months (previously 4 months). (2) Free advice entitlement via the nationwide IQ Network (Integration through Qualification) for all persons with foreign qualifications. (3) Expansion of personal scope: even persons without a residence permit can apply for recognition. The BQFG reform replaces the transitional provisions of 2012 and creates uniform national standards for the first time.
